The family type care and adoption service

-the identification of the child in need and finding of a protection form,
-the monitoring of the protected child’s care in the family or institution,
-the identification, evaluation and preparing for attestation of the families or persons wishing to work as professional social assistants.

The professional maternal care service

-the identification of the child in need and finding of a protection form,
-the monitoring of the protected child’s care in the family or institution,
-the identification, evaluation and preparing for attestation of the families or persons wishing to work as professional social assistants.

The service for monitoring, strategies, public relations

-the monitoring of the assurance and respect of the child’s rights in the county,
-the checking and evaluation of the ONG activity which performs its activity in the domain of the child care within the county,
-the identification of foster families in the county and the institution of the legal steps for the adoption approval,
-the granting of juridical assistance in court for the child in difficulty regarding the court declaration of abandonment, the decline of the parental rights, the approval of the adoption, the granting of assistance in tutelary issues,
-the psycho-social evaluation of the children in difficulty and their school orientation,
-the counseling of the pregnant women with an abandonment risk,

-the granting of social assistance for the street children and for the children committing criminal offences but not being held responsible for them.

The child’s complex evaluation service

-the establishing of the disabled child’s handicap degree
-the disabled child’s school orientation
The Child’s Complex Evaluation Service was founded on January 1st 2002 on the basis of the Governmental Decision no. 1.205/2001 and of the Decree no. 123/2003, because of the re-organization of the Child Care Committee , which also took the attributions of the expertise committee for the special education and of the medical committee for the appointment as a handicapped person.

The general duties of the service

1.the identification, evaluation and monitoring of the children with disabilities and/or having learning difficulties
2.makes proposals on the appointment on a certain category of a handicapped person and on the children’s school orientation
3.the drafting of the complex evaluation reports and the personalized services project
4.the monitoring of the accomplishment of the personalized services project, approved by the Committee for Child Care of Mures
5.the accomplishing of social investigations at the disabled child’s residence
6.the annual re-evaluation of the children needing to be integrated in a certain category of handicap and of the children needing school orientation.

The list of the services within the DASPPA

The adults’ family type care service

This service performs the following activities:

1.The granting of a monthly indemnity for the handicapped

Main competences:

-the taking over of the administrative files (for obtaining the rights) from the handicapped who can beneficiate of a monthly special indemnity, the establishing of the indemnity quantum, the drafting of the decisions concerning their granting, their evidence and the accomplishing of the payments by the drawing up of the necessary schedules for their expedition and the printing of the money orders.

-the recalculation, where need be, of the quantum of the monthly special indemnity taking into account all the modifications in the beneficiary’s income situation,

-the checking of all the handicapped persons’ files who were granted monthly special indemnities, with a minimum frequency of twice a year,

-the accomplishing of the back payments, of the re-orders for payments

-the performance of the mailing activity, the answer to claims with the service chief’s and deputy manager’s approval and the beneficiaries’ information on the necessary documents for the filling of the administrative file and for the monthly special indemnities,

- the annual drafting of the lists including the beneficiaries of the monthly special indemnities and their expedition to the handicapped persons’ residential town halls for their filling and for the bringing up to date of their incomes.

2.The granting of a state allowance for the minor handicapped

Main competences:

- the takeover of the disabled minor persons’ files who can beneficiate of some rights according to the legislation, the establishing of the quantum for the special allowance, the drafting of the decisions concerning their granting, the records of the decisional registers and the accomplishment of the payments of the monthly special allowance by drawing the necessary schedules to their expedition and the money orders by which the special allowances are being sent,

-the statistic records of the minor beneficiaries of the monthly special allowance, the food rate,

-the re-calculation, where need be, of the quantum of the monthly special allowance according to all the modifications in the disabled minor person’s situation,

-the performance of the mail, the answer to claims and the beneficiaries’ information on the monthly special allowance, the filling of the files concerning the back payments and of the re-orders for payment and other information of the same type.

3. The granting of the necessary approval for the personal assistant’s appointment for the handicapped person

Main competences:

-the issuing of the necessary notices for the appointment of the personal assistant by the handicapped persons’ residential town halls, the initial appointment or the extension of this one’s labor contract,

-the drawing of reports for the withdrawal of the notices necessary to the appointment of a personal assistant in the situations stipulated by law,

-the sending of the notice withdrawal reports to the handicapped persons’ residential town halls,

-the granting of counseling to the county town halls concerning the drawing of the files and the personal assistants’ appointment for the handicapped,

-the management of the statistic records concerning the hired and approved personal assistants.

4. The granting of the right to gratuitousness for the urban transportation as well as for the phone license

Main competences:

-the issuing of the certificates for the gratuitousness at the phone license towards the handicapped or towards their personal assistants,

-the collaboration with the company S.C. ROMTELECOM S.A. for the granting of the right of exemption from the phone license, on the basis of the nominal lists sent towards the company , the checking and the comparing of the DASPPA records with the schedules received from the S.C. ROMTELECOM S.A. and the approval of the payments,

-the granting or the withdrawal of gratuitousness for the handicapped, according to the legislation in force,

-the issuing of gratuitousness certificates for the urban transportation towards the handicapped and their assistants,

-collaboration with the urban transportation companies for the granting of gratuitousness for the handicapped and their personal assistants,

-the checking of the nominal lists received from the urban transportation companies for the granting or the withdrawal of gratuitousness for the handicapped,

-the monthly or quarterly drawing of the statistic data concerning the handicapped and their personal assistants who are the beneficiaries of gratuitousness for the urban transportation.

5. The granting of the right to gratuitousness for the interurban transportation

Main competences:

-the checking and the drawing of the documents concerning the granting of the right of free interurban transportation to the handicapped, the checking of the files of the persons who are registered in the DASPPA records who can beneficiate of this right and the issuing of the C.F.R. or auto interurban transportation tickets, according to the requests and gradually, according to the legislation in force,

-the drawing of collaboration conventions with the interurban transportation companies,

- the checking and the comparing of the DASPPA records with the schedules received from the transportation companies and the approval or the refusal of the payments, where need be,

-the monthly and quarterly drawing of the statistic data concerning the persons who are the beneficiaries of gratuitousness for the interurban transportation.

6. The granting of rights for the visual handicapped persons

Main competences:

-the visual handicapped persons’ counseling for the drawing of the necessary documents for their evaluation by the Adult Handicapped Evaluation Committee , the checking of the way in which the medical files are being received and send to the committee,

-the checking of the way in which the visual handicapped persons’ files are being received for the granting of the rights stipulated by law and the accomplishment of the payments, the way of checking and establishing of their rights,

-the checking of the way in which the quantum of the money rights is being re-calculated, the accomplishment of the monthly money rights, the drawing of the schedules necessary to their dispatch, the listing of the checking schedules, the way in which the returned pay orders are being recorded on the monthly separate file and the re-order for payment of these rights,

-the checking of the way in which the extensions of the handicapped certificates according to the handicap degree, the degree modifications, the denials, the ceasing, the deaths are being operated in the computer,

counseling for the drawing of the files for the visual minor handicapped who are going to beneficiate of the rights stipulated by the law in force,

-the checking of the way in which the files of the visual minor handicapped are being received, the way of establishing the adequate rights, the way of introducing the data into the computer, of re-calculation, the quantum of the money rights, the way in which the payments are being accomplished, the drawing of the checking schedules and the introduction into the computer of the modifications, the operation of the modifications from the data base at the extension of the level integration handicapped certificates of the visual handicapped, the degree modifications, the denials, the ceasing, the deaths,

-the checking of the way in which the gratuitousness certificates for the phone license towards the visual handicapped are being issued, the way of granting and withdrawal of the gratuitousness,

-the checking of the issuing way of the gratuitousness certificates for the urban transportation for the visual handicapped and their personal assistants, the monthly and quarterly drawing of the statistic data concerning the visual handicapped and their assistants who are the beneficiaries of gratuitousness for the urban transportation,

-the checking of the issuing way of the CFR and AUTO tickets towards the visual handicapped and their assistants,

-the takeover of the visual handicapped persons’ files from the Association of the Blind and their sending towards the DASPPA for obtaining an exact records of the visual handicapped, of the age groups, degrees and adequate rights,

-the registering and the managing of a records of the evaluated/solved cases by the committee according to the age groups, handicap degree, validity term of the certificate,

-the managing of the adult and minor visual handicapped records, who are the beneficiaries of the gratuitousness for the phone license, the urban and interurban transportation.

The Handicapped Persons’ Residential Type Care Department

Main competences:

-the knowledge of the legal stipulations in force in the handicapped care domain and especially of those referring to the handicapped care in institutions/residential type units,

-the counseling of the handicapped or of their legal representatives for those who wish the entering in a care institution, for the drawing of all the necessary documents for the social and medical evaluation of the case,

-the checking of the necessary documents for the medical file for the handicapped who wish the entering in a care institution, for its deposition to the Adult Handicapped Evaluation Committee,

-counseling for the entering file, its receiving and checking, the managing of the records of the received files and the preparing for their approval,

-the methodological coordination of the adults’ admission in social assistance institutions or public services,

-the checking and the re-evaluation of the way of care for the person in need, for whom it was established a social assistance measure in a residential type institution, for the maintenance, modification or revocation of the established measure,

-the taking over of the emergency cases for the handicapped whose situation has been announced by other local or county public institutions or by physical persons and the fulfillment of the necessary measures for their entering in a care institution for the handicapped,

-the managing of the records of the entering/discharges from the handicapped care institutions according to their handicap type and degree,

-the statistic records of the cases in which the handicapped protected in the care institutions maintain a relationship with their families,

- the statistic records of the occupied and available places for each residential centre for obtaining the approval of the entering files,

-the periodical evaluation of the results and of the stage of implementing the individualized projects of the disabled persons’ recovery and rehabilitation,

-proposals towards the Mures County Council for the foundation, the financing and the co-financing of the disabled persons’ social assistance and care public institutions.

The Adult Handicapped Persons’ Residential Type Care Department coordinates and evaluates the protection activity: care, assistance, recovery and rehabilitation, all these services being covered by the 7 residential units from the Mures County:

Neuropshychiatric Recovery and Rehabilitation Centers:

- C.R.R.N. Brancovenesti – for the female adult neuropsychiatric handicapped,

The Secretary Department of the Adult Handicapped Evaluation Committee

Main competences:

-the counseling of the handicapped who apply for the evaluation of their disability type and degree by the committee, of the necessary documents at the medical file, the evaluations planning (new cases),

-the taking over from the adults handicapped of the medical files, the checking of the necessary medical documents, their registering and passing to the committee for their settlement,

-the preparing of the summons for the preparing of the revisable cases, the requirement of the necessary medical documents for their revision,

-the issuing of the Entering in a Handicap Degree Certificate or the non entering, by its listing in 3 copies, the handing over of the certificates signed by the members of the committee.

-the drawing and the following on the occasion of the re-expertise, the accomplishment of the handicapped person’s individual program of recovery, re-adaptation and social integration and the notice towards the competent local authorities of the cases in which the personal assistants do not accomplish these programs,

-the registering in the DASPPA data base of the solved cases by the committee and the registering of the handicapped who have been evaluated,

-the registering of the medical files for the disabled persons who addressed themselves to the evaluation committee, both of those who beneficiate of the rights stipulated by law and of those who had not accomplished the conditions or who solicit the entering in a residential institution,

-the taking over and the registering of the contests addressed to the Evaluation Superior Committee and after receiving the answer, the sending by mail to the contestant’s residence.

The Anti-poverty and Promotion of the Social Inclusion Department

Main competences:

-the drawing of the Anti-poverty and the Promotion of the Social Inclusion County Project,

-the coordination of the implementation of the County Project

-the monitoring of the programs incidental to poverty and social marginalization, in course,

-the annual drawing of intermediate and final reports,

-the establishing of the possible corrections in the measures project on the basis of the evaluations found in reports,

-the creation of a social data base at a county level.
