Evaluation
Service was founded on January 1st 2002 on the
basis of
the Governmental Decision no. 1.205/2001 and of the Decree no.
123/2003, because of the re-organization of the Child Care Committee
, which also took the attributions of the expertise committee for the
special education and of the medical committee for the appointment
as a handicapped person.
The
general duties of
the service
1.the
identification,
evaluation and
monitoring of the children with disabilities and/or having learning
difficulties 2.makes proposals on the
appointment on
a certain category of a handicapped person and on the children’s
school orientation 3.the drafting of the
complex
evaluation reports and the personalized services project 4.the
monitoring of the
accomplishment
of the personalized services project, approved by the Committee for
Child Care of Mures 5.the accomplishing of
social
investigations at the disabled child’s residence 6.the annual
re-evaluation
of the
children needing to be integrated in a certain category of handicap
and of the children needing school orientation.

type care
service
This
service performs the
following
activities:
1.The
granting of
a monthly
indemnity for the handicapped
Main
competences:
-the taking
over of the
administrative
files (for obtaining the rights) from the handicapped who can
beneficiate of a monthly special indemnity, the establishing of the
indemnity quantum, the drafting of the decisions concerning their
granting, their evidence and the accomplishing of the payments by the
drawing up of the necessary schedules for their expedition and the
printing of the money orders. -the
recalculation, where
need be, of
the quantum of the monthly special indemnity taking into account all
the modifications in the beneficiary’s income situation, -the
checking of all the
handicapped
persons’ files who were granted monthly special indemnities, with a
minimum frequency of twice a year, -the
accomplishing of the
back
payments, of the re-orders for payments -the
performance of the
mailing
activity, the answer to claims with the service chief’s and deputy
manager’s approval and the beneficiaries’ information on the
necessary documents for the filling of the administrative file and
for the monthly special indemnities, - the
annual drafting of

including the beneficiaries of the monthly special indemnities and
their expedition to the handicapped persons’ residential town halls
for their filling and for the bringing up to date of their incomes.
2.The
granting of
a state allowance
for the minor handicapped
Main

takeover of the
disabled minor
persons’ files who can beneficiate of some rights according to the
legislation, the establishing of the quantum for the special
allowance, the drafting of the decisions concerning their granting,
the records of the decisional registers and the accomplishment of the
payments of the monthly special allowance by drawing the necessary
schedules to their expedition and the money orders by which the
special allowances are being sent, -the
statistic records of
the minor
beneficiaries of the monthly special allowance, the food rate, -the
re-calculation, where
need be, of
the quantum of the monthly special allowance according to all the
modifications in the disabled minor person’s situation, -the
performance of the
mail, the
answer to claims and the beneficiaries’ information on the monthly
special allowance, the filling of the files concerning the back
payments and of the re-orders for payment and other information of
the same type.

The granting
of the necessary
approval for the personal assistant’s appointment for the
handicapped person

issuing of the
necessary notices
for the appointment of the personal assistant by the handicapped
persons’ residential town halls, the initial appointment or the
extension of this one’s labor contract, -the
drawing of reports for
the
withdrawal of the notices necessary to the appointment of a personal
assistant in the situations stipulated by law, -the
sending of the notice

reports to the handicapped persons’ residential town halls, -the
granting of counseling
to the
county town halls concerning the drawing of the files and the

the right to
gratuitousness for the urban transportation as well as for the phone
license

issuing of the certificates
for
the gratuitousness at the phone license towards the handicapped or
towards their personal assistants, -the
collaboration with the
company
S.C. ROMTELECOM S.A. for the granting of the right of exemption from
the phone license, on the basis of the nominal lists sent towards the
company , the checking and the comparing of the DASPPA records with
the schedules received from the S.C. ROMTELECOM S.A. and the
approval of the payments, -the
granting or the withdrawal
of
gratuitousness for the handicapped, according to the legislation in
force, -the
issuing of
gratuitousness
certificates for the urban transportation towards the handicapped and
their assistants, -collaboration
with the
urban
transportation companies for the granting of gratuitousness for the
handicapped and their personal assistants, -the
checking of the
nominal lists
received from the urban transportation companies for the granting or
the withdrawal of gratuitousness for the handicapped, -the
monthly or quarterly

The granting of
the right to
gratuitousness for the interurban transportation
Main

checking and the
drawing of the
documents concerning the granting of the right of free interurban
transportation to the handicapped, the checking of the files of the
persons who are registered in the DASPPA records who can beneficiate
of this right and the issuing of the C.F.R. or auto interurban
transportation tickets, according to the requests and gradually,
according to the legislation in force, -the
drawing of
collaboration
conventions with the interurban transportation companies, -
the checking and the
comparing of the
DASPPA records with the schedules received from the transportation
companies and the approval or the refusal of the payments, where need

monthly and quarterly

of gratuitousness for the interurban transportation.

visual handicapped persons

granting of the rights stipulated by law and the accomplishment of
the payments, the way of checking and establishing of their rights, -the
checking of the way in
which the
quantum of the money rights is being re-calculated, the
accomplishment of the monthly money rights, the drawing of the
