The child’s care in Romania
The central body for the child’s protection is The National Authority for the Child’s Rights Protection and the Romanian Office for Adoption within the Romanian Government which monitors, coordinates from a professional point of view and gives financial support to the programs concerning the child’s protection activity, supervises the respecting of the international and national legislation in the domain by the Specialized Public Services for the Child’s Rights Protection, directly coordinates the international adoptions (currently suspended). The relations between the National Authority and the Specialized Public Services are those of collaboration.

The Mures Child’s Rights Protection Directorate
The Mures Child’s Rights Protection Directorate is a specialized organ in the child’s rights protection.
It has been founded on the basis of the Decision no. 57 from December 16th , 2004 of the Council of the County of Targu Mures. It performs its activity as an institution of public interest having a juridical personality under the Council of the County of Targu Mures.
The activity of the directorate is coordinated by the President of the County Council and by the General Secretary of the County Council who is also the president of the Committee for the Child’s Protection and of the Managing College. The Committee is composed of 7 members who meet monthly in ordinary meetings and whenever need be, in extraordinary meetings. The protection measure for a child in difficulty is decided by the committee on the basis of the social investigations made by the social assistants, of the documents and discussions with the involved and interested factors in the cause. The application of the committee’s decision is compulsory.

The objectives of the activity
The purpose of the Directorate as a specialized public service in the child’s protection is to put into practice the Regulations of the Convention of the U.N.O., concerning the child’s protection and of the government strategy in domain, activity which involves the following domains:

- The respecting and promotion of each child’s rights.
- The assurance of the child’s protection in a placement centre as close as possible of the family environment.  
-The assurance of the child’s temporary protection in a placement centre, by providing the individual protection project with solutions for his familiar integration or re-integration.,
-The creation of the open character of the centre towards the society, its integration into the community by the organizational way, its functioning, by the relationships promoted  by it.,
-The placement centre stuff’s integration into the DGASPC team and their stimulation for the appliance of the county protection strategy of the child,
-The gradual decrease of the number of children protected in the placement centre by the diversification of services for the child’s protection, the stuff’s information and  professional training,
-The assurance of the child’s protection into his natural environment; into his biological family; family for a temporary protection (placement); professional maternal assistants; foster family.

Objectives of the social assistance and protection activity

1. the protection of the adult persons who because of some economic, physic, psychic or social reasons do not have the possibility to ensure their social needs, to develop their own abilities and competences for their social integration.

2. the protection of the handicapped which can be done by:
-the integration into handicapped categories (type and degree), by the committee for the  evaluation of the adult handicapped – the appliance of some protection measures on the basis of their integration in concord with their disability degree, by:
-the granting of some money services: indemnities or social allowances,
-the assurance of the gratuity for the telecommunication services, the radio-television subscription, the urban and inter-urban transportation, according to the legislation in force,
-the management of the personal assistants’ records for the sorely handicapped, the issuing of the necessary notices for the personal assistants’ hiring,
-the drafting of a recovery, re-adaptation and social integration program which should stipulate the necessary medical, educative, professional and social actions for the disabled person’s recovery, re-adaptation, training and his integration or social re-integration;

3. the management of the handicapped records, the organization of the disabled persons’ evaluation and re-evaluation.

4. the coordination and control of the performance of social services activity (care, assistance, recovery, rehabilitation) supplied by residential units to the institutionalized disabled persons.

5. the development and diversification of the social services offered by the qualified stuff both at the beneficiary’s residence and at the specialized units of the residential type.
6. collaboration at a professional level with other organizations of the local public administration and civil organizations whose activity object represents the social assistance and the disabled persons’ protection.

The adults’ care in Romania is done by the activity of social assistance, which is part of the social protection system  represented by the entire range of institutions and measures by which the state, the public authorities of the local administration and the civil society ensure:
-the prevention,
-the limitation,
-the removal of the temporary or permanent effects of some situations which can cause some persons’ marginalization or social exclusion.

The social assistance and the adults’ protection is realized within a National Social Assistance Project, being drafted by  the Ministry of Labor, Social Solidarity and Family in collaboration with other governmental institutions, county and local councils as well as with the representatives of the civil society.

The Social Assistance and Adult Care Directorate having the abbreviation ‘DASPPA’ represents an important component of the Social Assistance Public Service having the abbreviation ‘ SPAS’, being subordinated at the county level to the Mures County Council, achieving at this level the social assistance measures in the domain of the lonely, aged, handicapped people’s care as well as of any people in need.

Because of the fact that a great part of the people addressing to the DASSPA for the institution of some care measures are people with disabilities, the activity of the directorate is coordinated by the National Authority for the Handicapped on the basis of the National Strategy concerning the care, integration and social inclusion of the handicapped.

The Social Assistance and Adult Care Directorate ‘DASPPA’ was founded on the date of January 1st 2005 according to the decision of the Mures County Council no. 56/12.16.2004 which generated the foundation of the County Social Assistance and Child’s Care Directorate having the abbreviation ‘ DGASPC’ by the union of the County Service of Social Care and the County Child Protection.
